a worth reading Asimov's story of this issue is Paul McAuley "The Choice". It begins with the fact that Lucas, a young man who meets his friend Damian as he by the storm on his little island of water blown grass with a wheelbarrow to a compost pile of leaves. He emigrated with Damian's father to prison. After his release, he sets the location on the island on fire and makes his escape.
